Maybe we should handle different IDE etc related guides separately from main readme and only point from it to /docs folder's index file (/docs/README.md)?

This pull request updates the
README.mdto clarify and expand the setup and usage instructions for PHP and PHP CodeSniffer, especially for users of PhpStorm and Visual Studio Code.
