Minor bump (not patch) because the Android Expo config plugin changes add new native infrastructure (generated FirebaseMessagingService, firebase-messaging gradle dependency, manifest registration) that affects existing Expo setups at prebuild time. The Android push notification Expo config plugin changes that landed in 9.6.5 (Kotlin service generation, manifest registration, firebase-messaging gradle dependency) add new native infrastructure to existing Expo setups at prebuild time. This warrants a minor version bump rather than a patch, since it affects the build output of existing projects.

Bumps version from 9.6.5 to 9.7.0 in package.json and Podfile.locks.
