This change adds custom label support to scale sets. There are some caveats though: * We add the scale set name as one of the labels * Custom labels are only supported when creating a scale set * The Github API seems to ingnore labels during update operations * Custom labels are optional for scale sets Signed-off-by: Gabriel Adrian Samfira <gsamfira@cloudbasesolutions.com>
