Add ActionGate to Ecosystem

Added ActionGate to the ecosystem directory. ActionGate is a pre-execution safety layer for autonomous agent wallets — it provides risk scoring, transaction simulation, and policy enforcement via MCP (Model Context Protocol), with pay-per-call pricing using x402 micropayments in USDC on Base.

ActionGate is one of the first production services settling x402 payments on Base mainnet. It's already merged into the Coinbase x402 ecosystem repo and listed on the Coinbase Developer Platform.
