This pull request bumps the vcpkg submodule and our vcpkg baseline to
2026.01.16, touching up our code minimally to still build. It puts us in a better spot to do other changes in the future like adopting a newer C++ standard, upgrading the compiler, and patching our CI actions/runners.The previous vcpkg baseline is starting to get old enough that some of the external sources it references can't be downloaded anymore. Our bundled ports for
glfw3,gliandluajitare untouched.
