"PHY" might be mistaken for Ethernet PHY, but it actually describes any interface in the lower OSI layers (see osi-model.com/physical-layer). So this project mainly targets embedded engineers. For example it may help on monitoring long term measurements/tests in a remote lab, such as climate chambers or basements. Or simply allow for multiple loggers/monitors to listen on the same device (or COM port).
PHYoIP defines several higher level protocols and provides example implementations of servers and clients.
