Remove the 'HEBDO' configuration entry from the default Welcome.conf as it isn't used since Webobs switch from the Hebdo to the Gazette.
This commit introduces new CSS classes to allow present graphs in nice frames on the welcome page and changes the Welcome_news.txt default file to make use of these classes.
The wpage.pl was systematically interpreting the content of files to display as `Wiki` content, even though the first line include `TITRE_HTML|` to indicate an HTML content. Some HTML content was thus not correctly displayed by wpage.pl (and usually totally invisible on the page).
