Update CI and packaging validation for the expanded desktop product surface

Problem

As the control-plane product surface grows, the repo validation path and desktop artifact checks must grow with it.

Scope

• Track CI updates for new provider, runtime, UI, and packaging surfaces
• Cover how desktop artifacts should be validated after the workbench expansion
• Keep validation on the real repo command path

Out of scope

• Replacing the current validation workflow with fake smoke checks
• Feature implementation details outside validation

Implementation notes

• Extend the current validation philosophy rather than bypassing it
• Keep desktop publish and packaging checks part of the tracked backlog
• Align validation growth with the new product surfaces as they land

Definition of Done

• The issue defines how CI and packaging validation should evolve with the backlog
• Later implementation can extend the pipeline without inventing a new quality model

Verification

• Review the issue against the existing CI workflow and AGENTS validation policy
