Querry on the Popular Code Quest

Hi @pombredanne @JonoYang ,

I'm interested in the PurlDB PopularCode project idea for GSoC 2026.
I've already contributed to PurlDB via PR #848 and PR #850.

A few questions before I write my proposal:

1. Are there any existing issues or prior work on PopularCode
   I should reference?
2. Would you recommend starting with a single ecosystem (e.g. PyPI)
   as a PoC for the popularity graph?
3. Is the project strictly Large (350hrs) or could a scoped version
   be Medium (175hrs)?
