Is your feature request related to a problem? Please describe.

Create a Stream Interop Prototype: The design document from the RAPIDS team already contains a prototype for Stream cuda.core/cccl interop to allow round-tripping a stream from Python through C++ and back, while making the stream viewable from both sides. The action is to continue development and testing of this (and potentially other) prototypes.
