Add 'resources' section with helpful links to dashboard

Summary: OSAR currently provides a list of educational documents to users via their website including "hiking safety", "The 12 Essentials for Wilderness Travel", "Hiking plans" etc.

Requirements:

• Add a resources section to dashboard where user can access links to education
• There aren't that many documents, so will not need a search function
• Here are the link to the following resources that we need to show with link name
• What is OSAR: https://www.oahusar.org/
• Hiking safety: https://www.oahusar.org/hiking-safety/
• Hiking essentials: https://www.oahusar.org/12-essentials-for-wilderness-travel/
• Why sharing your hike is important: https://www.oahusar.org/hiking-plans/
